(USGovernment-News.Com, January 18, 2013 ) England, U.K -- The Denbighshire County Council, who is responsible for maintaining culverts, left 85% blocked such areas leading up to flooding in the Glasdir estate in Ruthin.
The revelation was made following an Environmental Agency investigation that caused severe and potentially dangerous flooding on November 27.
Mohammed Mehmet, who functions as chief executive of the council, stated to the Free Press that he disputed the extent of the blockage. He added that he would be commissioning an independent inquiring in regards to the flooding.
Flood experts produced a mock-up of the event in order to replicate the event. Furthermore, the experts investigated the site and used evidence based off eyewitnesses at the site during the flooding.
The investigation found that the culverts would necessarily had to have been 85% blocked or more to cause the flooding that was experienced.
A spokesperson for the Environment Agency Wales, who created the report for the Government, told the Free Press in a released statement that, “Denbighshire County Council was responsible for the culverts.”
Dr Mehmet said: “What they’re saying is that their model suggests the culvert would have been 85 per cent blocked.
“We’ve got aerial photos which show water was flowing at the other end. The culverts definitely were partially blocked but to what extent is disputed by us.
“In my view the debris there is more likely to have been washed there by the flooding.
“There was grass and growth there but I think that would have been flattened by the flooding.”
Mehmet stated that the council had particular questions regarding maintenance of the river, and the lack of warning to the authority and residence at Glasdir were given by the EA.
“If we’d been warned about the flooding people would have been there to clear the culverts, we only got to know about it after it happened,” he said.
“What is clear is there was blockage in front of the culvert. What is far from clear is what caused it.”
